Notice of the State Administration of Radio, Film and Television on Strengthening the Content Management of Internet Audiovisual Programs

The State Administration of Radio, Film and Television sent radio and television bureaus of various provinces, autonomous regions, and municipalities directly under the Central Government to the Radio and TV Bureau of the Xinjiang Production and Construction Corps to issue the “Notice of the State Administration of Radio, Film and Television on Strengthening the Management of Internet Audiovisual Program Contents” to strengthen the management of the content of audiovisual programs on the Internet (including mobile internet, hereinafter referred to as the Internet). The notice of issues is as follows:

I. According to Article 16 of the "Regulations on the Management of Internet Audio-visual Program Services," Internet audio-visual programs must not contain the following contents:

(1) To oppose the basic principles set by the Constitution;

(2) Endangering the unity, sovereignty and territorial integrity of the country;

(3) leaking state secrets, endangering national security or damaging the country's honors and interests;

(4) inciting ethnic hatred, ethnic discrimination, undermining national unity, or infringing on national customs and habits;

(5) To promote cults and superstitions;

(6) disrupting social order and undermining social stability;

(7) inducing minors to commit crimes and render violence, pornography, gambling or terrorist activities;

(8) insulting or slandering other people and infringing the privacy of citizens and other legitimate rights and interests of others;

(9) Endangering social morality and damaging the fine cultural traditions of the nation;

(10) Other contents prohibited by relevant laws, administrative regulations and state regulations.

2. The audiovisual program service units of the Internet shall timely cut and delete audiovisual programs with the following circumstances:

(1) Maliciously misinterpreting Chinese civilization, Chinese history, and historical facts; maliciously misinterpreting the history of other countries; disregarding human civilization, civilization and customs of other countries;

(2) Deliberately demeaning, spoofing the image of important figures in revolutionary leaders, heroes, important historical figures, Chinese and foreign masterpieces and masterpieces;

(3) Maliciously disparaging the people's army, armed police, public security, and the image of the judiciary; there are plots such as maltreatment of prisoners, extortion of convicts by torture or criminal suspects;

(9) Showing or concealing details such as sexual behaviors, sexual processes, sexual methods, and excessive physical contact with them;

(12) To promote unhealthy content such as extra-marital affairs, polymoral love, one-night stand, sexual abuse and wife change;

(13) The use of adult movies, erotic films, third-grade films, photo shoots, running out, dew points, and various provocative texts or pictures as titles or categories of video programs;

(14) There are intensely irritating killings, blood stasis, violence, suicide, kidnapping, drug addiction, gambling, and other special circumstances;

(15) Excessive frightening pictures, subtitles, background music, and sound effects;

(16) To specifically show the slaughter of animals, kill and eat the animals of national protection;

(17) with infringement of personal privacy;

(18) Performing fights, humiliating others, and defaming slogans in a positive, approving tone or in an imitative manner;

(19) To promote negative, decadent outlooks on life, world outlooks, and values, and deliberately exaggerate or exaggerate the ignorance of the nation or the dark side of society;

(20) Fragments of film and television programs prohibited by the State Administration of Radio, Film and Television, and films and TV series;

(21) Violations of relevant laws and regulations.

Third, the Internet audio-video program service units must perform programs such as online music video MVs, variety shows, short films, animations, and other types of programs as well as "self-portraits," "dance," "beauty," "funny," "original," and "patching." At the same time, the netizens' complaints and related issues should be promptly disposed of.

4. Film and television dramas disseminated by Internet audio-video program service units must comply with the relevant provisions of radio, film, and television management, and obtain the "Permit for Film Release", "Distribution License for TV Drama" or "TV Cartoon Distribution" issued by the administrative department of radio and television in accordance with the law. Licensing; dissemination of theoretical documents and video films must be obtained in accordance with law by the radio and television administrative departments of "theoretical documentary film broadcast license." Domestic and foreign films that did not obtain the "Pictures for the Public Release of Films", domestic and foreign TV series that did not obtain the "Television Distribution Permit", domestic and foreign cartoons that did not obtain the "TV Cartoon Distribution Permit", and did not obtain "theoretical documentaries The theoretical documentary that broadcasts the license must not be transmitted on the Internet.

5. The units engaged in audio-visual program services on the Internet must have corresponding copyrights, and copyright protection measures must be taken to protect the legitimate rights and interests of copyright owners.
