On May 20th, the Chinese government website broadcasted the "Green Factory Evaluation General Principles" (hereinafter referred to as "standards"). The standard number is GB/T 36132-2018, which is the first time that China has formulated and issued a green factory related standard.
This standard was proposed by the Ministry of Industry and Information Technology to lock in green manufacturing projects and green manufacturing systems, to guide enterprises to create green factories, promote industrial green transformation and upgrade, and achieve green development.
The standard defines the definition of green factory terminology, from basic requirements, infrastructure, management system, energy resource input, products, environmental emissions, performance, etc., in accordance with “intensification of land use, harmless use of raw materials, clean production, waste recycling, The principle of “low carbonization of energy†established a green factory system evaluation index system and put forward general requirements for green factory evaluation.
Two "green" concepts
Green factory: A plant that achieves intensive land use, harmless raw materials, clean production, waste resources, and low-carbon energy.
Green products: Products that meet the requirements of environmental protection during the whole life cycle, are harmless or less harmful to the ecological environment and human health, and have low resource and energy consumption and high quality.
Green factories should introduce life cycle ideas under the premise of ensuring product function, quality and occupational health and safety in the production process. Green materials, processes, technologies and equipment are preferred to meet the comprehensive requirements of the standards and continuous improvement.
Green factory evaluation system framework
Requirements for top management: Confirmation of leadership and commitment in green factories, and ensuring that responsibilities and authorities for roles related to green factories are distributed and communicated within the facility.
Requirements for the factory: There is a green factory management organization to carry out the medium and long-term planning and annual targets, indicators and implementation plans of the green factory to spread the concept and knowledge of green manufacturing.
Second, infrastructure requirementsBuilding: meet the requirements of national or local laws, regulations and standards, and carry out building materials, energy conservation, water saving, land saving, etc. from building materials, building structures, lighting, greening and site, renewable resources and energy utilization. Harmless and renewable energy use.
Lighting: Natural light should be used as much as possible. Artificial lighting should comply with the provisions of GB50034. Lighting in different places should be designed in stages. Lighting in public places should be divided into sections, groups and timed automatic dimming.
Equipment: Special equipment meets industry access requirements, reduces energy and resource consumption, and reduces pollutant emissions. General equipment uses products with high efficiency, low energy consumption, low water consumption and low material consumption. At the same time, energy should be equipped, used and managed. Measuring instruments and devices for water and other resources, if necessary, put in appropriate pollutant treatment equipment.
Third, product requirementsThe standard states that the factory should produce products that meet the requirements of green products.
· Eco-design the products produced according to GB/T 24256, and carry out ecological evaluation of the products according to GB/T 32161.
· Products should reduce the use of harmful substances and avoid the leakage of harmful substances.
· Products meet the requirements of energy saving and carbon reduction.
· Calculate the recyclability of its products and improve according to the requirements of GB/T 20862.
Fourth, environmental emission requirementsAir pollutants: Emissions should meet the requirements of relevant national standards, industry standards and local standards, and meet the requirements of total emissions control within the region.
Water pollutants: Emissions should meet the requirements of relevant national standards, industry standards and local standards, or entrust a processing plant with the corresponding qualifications to meet the requirements, and meet the regional emission total control requirements.
Solid waste: The treatment needs to meet the requirements of GB 18599 and related standards. If the factory is unable to handle it by itself, the solid waste should be transferred to a processing plant with corresponding capabilities and qualifications for disposal.
Noise: Environmental noise emissions from the factory boundary meet the relevant national standards, industry standards and local standards.
Greenhouse gases: Factories should use the GB/T 32150 or applicable standards or specifications to account for and report greenhouse gas emissions within their boundaries.
Green manufacturing is an important means to solve national resource and environmental problems, an important task to achieve industrial transformation and upgrading, an effective way for the industry to achieve green development, and an inevitable choice for enterprises to take the initiative to undertake social responsibility.
