Photovoltaic Power Generation Market Gets New Rules to Guide Orderly Development of Solar Energy Resources

The Energy Bureau recently issued the "Circular on Establishing a Market Environment Monitoring and Evaluation Mechanism to Guide the Healthy and Orderly Development of the PV Industry." Among them, the scientific monitoring and evaluation system for photovoltaic market conditions was clarified. Evaluation results are divided into three levels of green, orange and red. The target of monitoring and evaluation is the general photovoltaic power station and leading base project, not including photovoltaic-assisted village-level power station and distributed photovoltaic system.

China, which ranks first in the world in photovoltaic installed capacity, has begun to attach importance to monitoring the market environment of photovoltaic power generation. The National Energy Administration issued the Notice on Establishing a Market Environment Monitoring and Evaluation Mechanism to Guide the Healthy and Orderly Development of the Photovoltaic Industry, aiming to promote continuous optimization of the photovoltaic power generation construction and operation environment, guide rational investment of enterprises, and promote the healthy and orderly development of the photovoltaic industry. For a time, the problem of abandoning the light and limiting the power that has been retired with the resumption of renewable energy in the first three quarters of this year has once again become a focus of public attention.

Photovoltaic power generation market monitoring and evaluation targets ordinary photovoltaic power plants and leading base projects, not including photovoltaic-assisted village-level power plants and distributed photovoltaic systems. The monitoring and evaluation system will adopt a combination of comprehensive evaluation and binding index determination. The comprehensive evaluation is summed up by various competitiveness evaluation indicators and risk evaluation indicators. The weights of the two types of indicators are equal, and the general ground power stations and front runners in various regions are monitored and evaluated in all directions.

The National Energy Administration carries out monitoring and evaluation of photovoltaic power generation market environment according to provincial administrative regions. Among them, the competitiveness evaluation indicators include six indicators such as land conditions, local government services, power grid enterprise services, the intensity of national power subsidies, average reductions in subsidies for competitive allocation projects, and local government subsidies. The responsible person of the National Energy Administration stated that the monitoring and evaluation results are the important basis for the state to adjust and perfect the photovoltaic industry management policies and guide the orderly development of solar energy resources.

The degree of abandonment will be one of the important criteria for evaluating the photovoltaic market environment, and it will have a decisive influence on the release of the regional annual guidance scale. For provincial administrative regions where there are multiple photovoltaic power generation benchmark on-grid resource regions, they are evaluated separately according to resource regions. It is understood that the evaluation system will consider the development of market environment and investment operation risks in each region. It consists of two types of evaluation indicators: competitiveness and risk. The evaluation results are divided into three levels: green, orange and red. Among them, green indicates that the market environment is better, and orange indicates that the market environment is general.

The notice states that in the regions where the evaluation result is red, the Energy Bureau will, in principle, not release its annual incremental construction scale in the year in which the monitoring and evaluation results are released (except for the new energy bases that have been established by the state in connection with the construction of UHV routes). The industry believes that the national implementation of the policy is to promote the photovoltaic power generation technology progress, industrial upgrading, market applications and the cost reduction of electricity for the purpose. Through policy promotion and regulatory requirements, the company will accelerate the technological upgrading of enterprises in order to promote the reduction of application-based power costs.

At this point, “strictly controlling the scale of new photovoltaic power generation in areas severely discarded by light” has finally gained a clear institutional guarantee and has become a straitjacket that is worn by photovoltaic companies. The notice also proposes that monitoring and evaluation results be issued on a regular basis. Monitoring and evaluation are carried out by analyzing the province's statistical data and sampling survey of photovoltaic power generation companies. Afterwards, the specific work of environmental monitoring and evaluation in the photovoltaic power generation market will be the responsibility of the National Renewable Energy Information Management Center. Dynamic monitoring data will be released on a quarterly basis. The National Energy Administration will release the results of the previous year's monitoring and evaluation in the first quarter of each year.

Under a series of "clear," "strengthening," and "assessment," I believe that China's photovoltaic industry will move forward in a more rational and orderly direction. At the same time, the downward adjustment of subsidies and the grid-connected PV prices are inevitable trends. Enterprises that have high-efficiency technologies to promote the reduction in the cost of electricity for photovoltaic power generation systems will gradually benefit.
